EVDRE Suppression

All,

     I was wondering if you could help me figure out how to get the desired suppression in my evdre report.  This is a salesAnalysis reporting application.  There are three expansions in the report as follows:

     What I'm trying to do is suppress the OEM Members, but not the Categories.  If there is no data in both the JanFcst09 and DecFcst08, I'd like the OEM to be suppressed.  If there is data in one of the Categories, I'd like both Categories to be shown for that particular OEM.  This is where my problem is.  The report also suppresses the category that is blank and I can't figure out how to get it to show me both Categories while suppressing OEMs.

     This seems pretty straight forward, but we've tried several things with no luck.  We tried block suppression, but I'm not sure if we're doing it right.  It was suppressing, but the same as a normal suppression.  I would really appreciate any insight you may be able to offer.  Thanks very much.
